Netscape 'My Webpage' HELP!!!!

So, I'm searching around my netscape account and I see that it says 'My webpage'. So I click on it and this is what it says..

So I think to myself, "Oh look cool I can have my own little personal webpage."

I search around to see how I can actually start making it. They don't point you in the direction of how you can edit it. Well, they do say to use Webpage Designer but they don't offer you anywhere to download it or the information you need for you to actually edit your site. Crappy people.

It's probably right in front of my face and I don't even see it.

very odd that you can't get it in netscape navigator. This is what comes up for me in Explorer.
