It depends on your feelings and your relationships and the committment level..I use to always chose the wrong one...

If you are looking at the new guy cuz you're bored with the old one - no, work on the old one.
If you are hanging on to the old one cuz of fear or cuz you want something to happen that isn't going to - yes, move on.

If you just want to have a good time and both of them know this - date em both.
