I did it twice and then another time with luis helping me and he even said that something is wrong with the tutorial and he's an expert at photoshop. But I can't do it :Cry:

Maybe there's some special plug-in/filter thingie that you need to use that the tut author forgot to tell ya about?

well they just mainly told me to use the blur filter and then to color dodge the layer which was supposed make those white lines the bluish color. I think they wrote it wrong cause on one part it told me to do something on a layer but I was supposed to do it on the other layer.
I'm gonna try and do it again tonight, hopefully I figure out what the problem was.

Ok I tried the tutorial again. It turns out the person actually did mess up when they were writing it. Anyway I didn't completely get it the way its supposed to but its close enough.

Well I think tutorials are meant just to give you a start but they don’t have to explain a lot especially on an advance program like Photoshop which is not meant for people who never heard of it. I had one cl[arse] only for that program and most tutorials for Photoshop are made for people that at least know something around it. And also it depends which version they are using to give the tutorials, anyway I took a shot at the tutorial dolphin did and I ended up with this:
